For any boat fisherman coming back into the Marina channel this is a well needed improvement .when huge waves are coming in.

PORT GLASGOW MARINA & YACHT CLUB Entrance Feasibility Study

Three options were considered to resolve the boat basin entrance issues. All of the options share some common design features. In all cases the West pier remains in its present location as relocation of the pier could impact the mouth of Sixteen Mile Creek. The channel is also widened to twenty metres within each option.

Looks like they choose Option 3 with sum changes, including the “L” extension of the East pier will not be removed.

At that time the estimated cost of this option was $1,850,000 including an allowance for design and construction contingency. Here it is 18years later and with changes and now the estimated Cost is $576,000

Report To: Council Meeting Date: 2024-02-22 Subject: Port Glasgow Yacht Club, Marina Pier Extension

OPTION #1 That West Elgin Council hereby partner with Port Glasgow Yacht Club and contribute to the Port Glasgow Marina Pier Extension project, to a maximum amount of $288,000.00; and That West Elgin Council transfer the funds from the Marina Pier Extension reserves set aside for this specific purpose.

OPTION #2 That West Elgin Council hereby deny the request from the Port Glasgow Yacht Club; And that the Marina Pier Extension reserve utilization be discussed at a future meeting.

Background: On January 31, members of the Port Glasgow Yacht Club (PGYC) met with Mayor Leatham, Councillor Navackas and staff to discuss what the PGYC requires to move forward with the Marina Pier Extension project. In years past, the previous Council had set aside funds for this project, when the time came. The total reserve fund for this project today is $264,509. The total proposed project is estimated at $576,000, contracted through Huron District Contracting. The PGYC has since submitted a Fed Dev grant for the maximum $250,000

At the Regular Meeting of Council on February 8, 2024, Council revisited the subject, and ultimately deferred the decision, advising that they would like to see walkable piers for recreational fishing to be added to the proposal, prior to an approval. Council also advised that they would like to see an Economic Impact study completed in the summer months to determine the impact for the entire community and would also like a full review of the current agreement between the PGYC and West Elgin, as the current agreement is 30 years old, However, the potential approval is not dependent on the second and third request.

“Time is of the essence in that the Fed Dev Grant application was submitted February 1st, 2024, with receipt acknowledged and the final closing date being February 28th, 2024. The applications process provides that further required information can be submitted prior to the 28th.” To provide an actionable response to the PGYC,

Council has the option to contribute to the Port Glasgow Marina Pier Extension project, to a maximum amount of $288,000.00 from the Marina Pier Extension Reserve, or Council can deny the request, with the option to utilize the Marina Pier Extension Reserve, for a future project, at Council’s discretion.
