I can upload photo here no issues, but if i try to send photo in a DM message NO GO. I'd rather not share certain photos publicly

The box before the change would allow a Http link for a picture, which i have no clue how to use, so i posted a picture off site and tried using it's Http link , copy paste, and then that's where i got the error message.
What ever you adjusted is working now. thank you @stomp

What I did in the past was create an album, upload the pictures and then share the image with the person who was interested.
