Minnows in Port Stanley

Does anyone know if there is any place in Port Stanley to get minnows anymore
 
We had planned to again this year,but with these current condition ,we are not allowed to in Elign county any were,We were told by Elgin county and Malihide tws we would be charged under the emergance act ,and trespassing if we do so
 
we are not even allowed on piers or any beaches in elgin county,even with paid commercial fishing lic.,even thou commercial fishing has always been allowed from day one of this stuff
