I've narrowed it down a bit. There is a commonly-used modification to Apache, which is web server software, that is called modSecurity. modSecurity is an application firewall that filters HTTP requests and performs other functions to protect against malicious stuff. For some reason, something in @jammer's posts are being identified by modSecurity as a threat. With modSecurity turned off, his posts can be viewed without issue. As soon as I turn it back on I see the 403 forbidden message. It's not recommended to run with modSecurity off, so I'll turn it back on in a day or so when @jammer's current problematic threads roll down the list.
