Youngs Creek clarification

Going down to a friends place in Port Ryerse this wknd, he has access to a spot between what the regs state for extended season (downstream side of bridge on Front Rd. and the lake itself) is this small stretch considered Zone 19 or Zone 16 . If Iam understanding it that small stretch of the creek would be closed if Zone 16 and open if 19.

Zone 16 regs state that it's open year round front the bridge to the lake.

I read that it is open year round from cons 23 to the downstream side of the bridge. I cant find anywhere that says from the bridge to the lake though
