I think there used to be a need to :
  • licence your station
  • obtain a licence to operate the VHF radio
I think what you quote above @DaveJ refers to the licencing of the station, which you can skip now. I think you still need a licence to (legally) operate the radio.

My bad--you're right. Don't have to licence but still need the operators certificate.
The Power Squads course is excellent.
