I've seen on Americas Test Kitchen that they prefer the meat on the bottom and the veggies on the top. We have tried it both ways, not sure which way we prefer. The meat seems to be more tender if it is on the bottom, but not sure.

I'm not fussy... As long as the meat is tender and the potatoes are soft...
