Most prime beach areas have limits and paid parking. The short season for businesses needs the customer turn over. 1st hour is free. The beach is free ( and privately owned!).

Well its such an Eco biosphere regulated area, Im sure there are requirements to make it as natural as possible. More parking spaces aren't natural 😉
